(e) When a vehicle is illegally parked so as to prevent access by firefighting equipment to a fire hydrant and it is impracticable to move the vehicle from in front of the fire hydrant to another point on the highway.
CVC 22500 states that a person shall not stop, park, or leave standing any vehicle whether attended or unattended, except when necessary to avoid conflict with other traffic or in compliance with the directions of a peace officer or official traffic control device, in any of the following places: (a) within an intersection (b) on a crosswalk (c) between a safety zone and the adjacent right-hand curb [and].
(2) In unincorporated territory, where the entrance of a private road or driveway is not delineated by an opening in a curb or by other curb construction, so much of the surface of the ground as is paved, surfaced, or otherwise plainly marked by vehicle use as a private road or driveway entrance, shall constitute a driveway .
Many of the locations mentioned here would not be safe to stop at, or would obstruct vehicle or pedestrian traffic by areas of the roadway designated for specified use such as driveways or bus stops. Drivers for Lyft, Uber or other ride share companies are often in situations in which passengers may request they pick up or drop off in a zone that would violation CVC 22500.
